Η πρόταση του αρχιτεκτονικού γραφείου Tense Architecture Network, στον αρχιτεκτονικό διαγωνισμό για το σχεδιασμό ενός κέντρου Δημόσιας Διοίκησης της Περιφερειακής Ενότητας Δυτικής Αττικής, αφορά ένα νέο κτιριακό συγκρότημα που οφείλει να λειτουργεί ταυτόχρονα ως σύγχρονο δοικητήριο και ως αστικός πυκνωτής, χωροθετημένο σε ένα προνομιακό γήπεδο της πόλης της Ελευσίνας.
Αποκλείοντας τις επιλύσεις επαφής της κτιριακής μάζας με το τείχος των δένδρων ή μία αμήχανα κεντρική συγκέντρωση της μάζας, η πρόταση συνίσταται σε μία διαγώνια χωροθέτηση του δομημένου η οποία εξασφαλίζει αντιστικτική σχέση με το πράσινο όριο -αφήνοντάς το να αναδειχθεί ελεύθερο– ενώ δημιουργεί δύο υπαίθριους χώρους με ριζικά διαφορετικό χαρακτήρα: Μία πλατεία προσέγγισης προς την ανατολή και έναν χώρο πρασίνου προς τη δύση.
Ο κύριος συνθετικός άξονας, ο άξονας βορρά-νότου, επιτρέπει την διαλεκτική σχέση των δύο σημαντικών υπαίθριων χώρων με το ανατολικό και το δυτικό όριο του κτιρίου αντίστοιχα. Από την πλευρά της πόλης και την οδό Ηρώων Πολυτεχνείου η χοάνη-πλατεία οδηγεί το κοινό στο νέο δοικητήριο, ενώ από την άλλη πλευρά ο χώρος πρασίνου υποδέχεται τους πολίτες προς αναψυχή και περίπατο.
Η υπάρχουσα υψηλή φύτευση προστατεύεται και αναδεικνύεται, οι γραφειακές λειτουργίες ανυψώνονται κυρίως στους υπερκείμενους ορόφους, ένας νέος κοινόχρηστος ισόγειος πόλος δημιουργείται.
Ένας ελεύθερος ανυψωμένος δίσκος υποδέχεται τους πολίτεςκαι όλες τις κοινόχρηστες λειτουργίες του συγκροτήματος αποτελώντας το συνθετικό αντίβαρο της διαγώνιας στο πεδίο χωροθέτησης.
Με απόλυτα διάφανα τα όριά του, το πλέον δεκτικό, κυκλικό του σχήμα παραλαμβάνει την είσοδο και τους χώρους συγκέντρωσης κοινού φιλοδοξώντας να λειτουργήσει ως ο νέος, συμβολικά φορτισμένος πόλος της δημόσιας ζωής της Ελευσίνας: ένας χώρος ανοικτός στους πολίτες διαρκώς, ακόμη και μετά την λήξη τους ωραρίου λειτουργίας των υπηρεσιών, ο οποίος ταυτόχρονα ζωογονεί αλλά και τροφοδοτείται από το δίπολο του υπαίθριου χώρου που τον περιβάλλει.
English Description: Proposal for the new administration building of the Regional Unit of West Attica in the city of Elefsis, Athens designed by Tense Architecture Network
The proposal byTense Architecture Network was submitted in the recent architectural competition for the new administration building of the Regional Unit of West Attica.
Located in a privileged site at the city of Elefsis, the building complex should operate both as a contemporary administration center and as an urban condenser. By excluding any usual rectangular disposition that would overlap the impressive perimetrical tree-wall – or one that would create a massively obstructing, centrally-posed building mass- the proposed scheme consists of a slim diagonal layout which provides a contrapuntal contrapuntal relation to the valuable, existing green boundary, allowing it to stand freely, while creating two open spaces of a radically different character: A plaza eastwards and a park westwards.
The main synthesis axis, north-to-south, allows for a dialectic relationship of the two major open spaces to the eastern and the western boundary of the building respectively. On the city’s side the plaza attracts citizens to the new administration facilities, while on the opposite side the green space welcomes them for leisure or a stroll.
The existing eucalyptus trees are protected and highlighted at all four sides and a new common ground floor is created, while the office spaces are placed mainly on the upper floors.
A free standing elevated disk, receptive to the citizens and the communal functions of the complex acts as a compositional counterweight to the diagonal axis of the layout. With its perfectly transparent boundaries, this welcoming circular form hosts the entrance and the public life in Elefsis: a space that is open to citizens at all times, even past the working hours of the services, a pole which at the same time invigorates and is invigorated by the dipole of the broad outdoor spaces surrounding it.
